Recently, large-scale digital security incidents with potential economic consequences have increased in frequency and sophistication, in a context where the digital environment has become essential to the functioning of the economy and a key enabler for growth, well-being and inclusiveness. To reap the benefits associated with the digital environment, stakeholders need to depart from approaching digital security risk solely from a technical perspective in isolation from broader economic and social considerations.

The EU cyber security strategy sets out the EU's approach on best preventing and responding to cyber disruptions and attacks. It details a series of actions to enhance the cyber resilience of IT systems, reduce cybercrime and strengthen EU international cyber security policy and cyber defence.

The strategy sets out plans to address challenges under five priority areas:

Digital technologies and the Internet are the backbone of our society and economy; they are key enablers of prosperity and freedom. Network and information systems can be affected by incidents (human mistakes, natural events, technical failures or malicious attacks) that are becoming bigger, more frequent and more complex. A high level of network and information security across the EU is essential to ensure consumer confidence and to keep the online economy running. This will, in turn, preserve the well-functioning of the internal market and will boost growth and jobs.
